HR Minion: Dumbing it down

This is a very real situation that many folks find themselves in. My question is: Why do people feel that they have to "dumb down" their resumes? Wouldn't companies use this time as an opportunity to hire highly qualified employees at a competitive wage? What is driving companies to "reject" job canidates with the excuse that they are over qualified for the position? I would think that this would be a "plus".
